Capital One's annual fee refund policy is one of the most inconsistent in the industry. Phone reps will sometimes tell you the fee is not refundable. In many cases, it is. Knowing the actual rules and the right way to execute a downgrade is the difference between getting $395 back and not.
Here is exactly how it works for the Capital One Venture X Rewards Credit Card and other Capital One cards.
The Annual Fee Refund Window: What Capital One Actually Does
Capital One will generally refund your annual fee if you cancel the card within 30 days of the fee posting to your account. Some cardholders report getting refunds up to 39 days out, but 30 days is the safer target.
The catch with downgrades is that the policy gets murkier. Capital One's official stance is that downgrading does not automatically trigger a refund, even within the 30-day window. But real-world experience tells a different story. Cardholders who initiate the downgrade through the app (not over the phone) regularly report getting the fee refunded the next day.

The Venture Rewards downgrade is not always available. Capital One tends to avoid letting cardholders cycle back and forth between the Venture and Venture X. If you previously held a Venture card, you may only be offered the VentureOne or Quicksilver as downgrade options.
One important note on miles: if you downgrade within the Venture family (Venture X to VentureOne), your Capital One miles carry over. If you downgrade to the Quicksilver or another cash back card in a different product family, you risk losing your miles balance. Redeem your miles before making that move.

- Past 30 days: Capital One does not offer prorated refunds, so your options are mostly gone
One Thing to Do Before You Cancel or Downgrade
Ask for a retention offer first. When you call Capital One and mention you are thinking about canceling, the retention team may offer statement credits, bonus miles, or a fee waiver for the year. If the offer is good enough to offset the annual fee, you keep the card and its benefits. If not, you proceed with the downgrade or cancellation.
For the Venture X specifically, if you have not used the $300 annual travel credit or the 10,000 anniversary miles yet, using both before canceling effectively reduces your out-of-pocket cost. At roughly 1 cent per mile, that is $400 in value against a $395 fee. Use those benefits first, then decide.
What Happens to Your Credit Score
Downgrading a card does not trigger a hard inquiry and does not close the account, so your credit history and utilization stay intact. It is generally better for your credit profile than outright cancellation, especially if the card is one of your older accounts.
Canceling the card does close the account, which can affect your credit utilization ratio and the average age of your accounts over time. Neither impact is usually dramatic, but if you are planning to apply for a mortgage or other credit soon, a downgrade is the lower-risk move.
